SENATE JOINT RESOLUTION NO. 3 Proposing an amendment to                        
the Constitution of the State of Alaska limiting the rights of                 
prisoners to those required under the Constitution of the United               
States, was read the second time.                                              
                                                                               
Senator Taylor moved and asked unanimous consent for the adoption              
of the Judiciary Committee Substitute offered on page 535.  Without            
objection, CS FOR SENATE JOINT RESOLUTION NO. 3(JUD)                           
Proposing an amendment to the Constitution of the State of Alaska              
limiting the rights and protections of prisoners to those required             
under the Constitution of the United States, was adopted and read              
the second time.                                                               
                                                                               
Senator Taylor moved and asked unanimous consent that the                      
resolution be considered engrossed, advanced to third reading and              
placed on final passage.  Without objection, it was so ordered.                
                                                                               
CS FOR SENATE JOINT RESOLUTION NO. 3(JUD) was read the
